POSITION: Government finance Statistics Residents advisor.
The mentor’s work programme will closely align with National Statistics programmes as well as the regional statistics Development Programme of the East African Community (EAC), which includes Burundi, Kenya, Rwanda, South Sudan, Tanzania and Uganda.
In this context, The Resident Advisor will support, in close cooperation with the EAC Secretariat, the implementation of the key aspects of the East African Monetary Union (EAMU) Protocol, signed in November 2013, as well as bills related to the directive.
DUTIES AND RESPONSIBILITIES
Resident Advisor will provide and manage TA in GFS for eight countries covered by AFE. These areas of work include
managingTA on building statistical capacity in GFS and public sector debt statistics
facilitatingactivities carried out by, and promoting the interaction of, government agencies in the development of such statistics;
coordinate TA operations with relevant IMF departments (STA, Department of Africa, as well as the Department of financial and Marketing markets (MCM) and the
Department of Financial Affairs (FAD) as required) and, where applicable, with other international and regional institutions and bilateral organizations involved in TA in EAC statistics.
The Resident Advisor will help eight countries meet the objectives of their work plan on the GFS, including recommendations made by the previous IMF mission.
He will also build on the technical support and training provided in recent years, which is focused on helping EAC member states develop and implement their plans to build statistical capacity in the GFS area.
The new advisor will continue the current program with specific temporary adjustments that are closely coordinated with the national authorities, EAC, AFR and STA.
The implementation of the program takes place in close cooperation with the fad public finance management consultant and the chief financial consultant at the Finance headquarters.
A resident advisor should expect to provide remote assistance to the country until travel restrictions due to COVID-19 are lifted and travel within the area.
A resident consultant will also be expected to contribute to a number of AFE company activities, such as mid-year production and annual reports, quarterly journal, and outreach, as needed.
The Resident consultant will work under the general direction of the director of the AFE center.
A successful candidate must have a higher university degree in the relevant discipline and must demonstrate strong expertise in gfs methodology and have experience with the accumulation and distribution of GFS.
Candidates must have at least 10 years of experience.
The candidate should have extensive personal and communication skills (oral and written) and have good English.
The ability to coordinate TA with relevant departments IMF and other international institutions and organizations of one country is important.
Experience with GFS target countries’ and the current work plan is highly desirable.
